COMELEC through its Office for Overseas Voting and the Department of Foreign Affairs (DFA), has announced that Overseas Voter Registration is now open. If you’re an OFW or Filipino living abroad, you must register between December 3, 2025 and September 30, 2027.
The Philippine national elections are set for May 8, 2028. For overseas Filipino voters, the actual voting period will run from April 9 to May 8, 2028 — 30 days before election day.`

Visit the nearest Philippine Post during this time frame: December 3, 2025 to September 30, 2027
Who Can Register
You can register if you are a:
- Overseas Filipino Worker (OFW) — land-based or seafarer
- Immigrant who has settled in another country
- Dual citizen who has reacquired Filipino citizenship
- Any Filipino who will be at least 18 years old on May 8, 2028, and who will be abroad from April 9 to May 8, 2028
What to Bring
Registration is simple, but you’ll need to present a valid document to prove your identity and citizenship. Bring any one of the following:
- Valid Philippine Passport
- Seafarer’s Record Book (SRB) — for our kababayans working at sea
- Certified Copy of the Approval of Retention or Reacquisition of Philippine Citizenship — for dual citizens
Double-check that your document is current before heading out. It saves you a trip back.
Where to Register
You have a couple of convenient options, depending on where you are:
- The nearest Philippine post abroad — this includes Embassies, Consulates, and Manila Economic and Cultural Offices (MECO)
- The OFOV Extension Office — located at the Red Cross Manila Chapter, Intramuros, Manila
Choose whichever is closest and most accessible for you.
How to Fill Out the Form
The form you need to fill out and download is the OVF 1 (Overseas Voting Form). You’ve got two easy ways to complete it:
- Fill it out manually at your nearest Philippine post, or download it in advance from the COMELEC website: comelec.gov.ph/?r=OverseasVoting/2028NLE_OV_RegForms
- Fill it out online through the iRehistro portal: irehistro.comelec.gov.ph/ovf1
Filling it out ahead of time means less waiting once you arrive.
Types of Applications You Can File
Registration isn’t the only thing you can process. Depending on your situation, you may file any of these applications:
- Registration — for first-time overseas voters
- Certification — to confirm your voter status
- Transfer of Registration Records — if you’ve moved to a different location
- Reactivation — to restore records that were deactivated
- Change of Name / Correction of Entries — to update your details
- Change of Address
- Inclusion / Reinstatement
- Recapture — to update your biometric data
