The Commission on Elections (COMELEC) has officially released the Certified List of Overseas Voters (CLOV) for the upcoming 2025 national midterm elections. This list is a comprehensive record of all registered overseas voters eligible to cast their votes in the elections. The release of the CLOV is part of the preparation for the elections, ensuring transparency and accessibility for Filipinos abroad.
Filipino voters who are based overseas can check if their names are included in the list by accessing the COMELEC website and download the list based on their host country. They may also visit the Philippine Consulate or Philippine Embassy pages in their respective countries for a printed copy of the list.
What is the CLOV?
- The Certified List of Overseas Voters is a document maintained by COMELEC’s Office for Overseas Voting (OFOV). It includes the names of Filipinos overseas who have successfully registered and are entitled to participate in the upcoming elections. The CLOV ensures that only those registered within the specified periods and in compliance with election laws will be allowed to vote.
Under the Overseas Absentee Voting Act of 2003 or Republic Act No. 9189, as amended by Republic Act No. 10590, qualified Filipino citizens abroad are granted the right to vote in Philippine national elections. The law specifically mandates the preparation and publication of the CLOV to verify and confirm voter eligibility.
How to Check if You’re on the CLOV
Interested voters can access the CLOV through official government channels. Philippine Embassies, Consulates, and Foreign Service Posts worldwide will typically post the list in their premises and may share it online through their official websites and social media platforms.
Here is a step-by-step guide to checking if your name is on the CLOV:
- Visit the nearest Philippine Embassy or Consulate in your host country.
- Look for official announcements regarding the CLOV.
- Browse the posted CLOV or access digital copies, if made available online.
- Confirm if your name appears on the list. Don’t forget to verify the correct spelling and other pertinent details.
Overseas Filipino Workers (OFWs) and migrants are advised to review their entries early to resolve any discrepancies or missing entries well ahead of the election date.

Name Not on CLOV? Contact Embassy/Consulate
If your name is not on the CLOV despite successfully registering during the prescribed period, you may file a written inquiry, request a record correction, or submit a petition through the nearest Philippine diplomatic post or directly to the Office for Overseas Voting. According to election laws, the Resident Election Registration Board (RERB) will review such petitions, and approved changes will be reflected in an updated list or during your subsequent request.
It is also worth noting that the following individuals’ registrations may have been excluded from the CLOV:
- Voters whose records have been deactivated due to failure to vote in two consecutive national elections.
- Registrants who have been declared by lawful authorities as disqualified under election laws.
However, if you have not registered before, it just means that you are not eligible to vote and you may vote in the next elections.
Voting Period
Please be advised of the following voting periods:
- Pre-voting enrolment period: March 10, 2025 (Monday) to May 7, 2025 (Wednesday)
