Filipinos in Singapore are one of the largest overseas voting communities. In the previous national elections, Singapore ranked 6th in overseas voter registration, with at least 84,800 registered Filipino voters. Your vote counts, and registration is open now until September 30, 2027.

In light of the upcoming 2025 Philippine election, the Philippine Embassy in Singapore has been taking proactive steps to ensure that qualified Filipinos in Singapore have the opportunity to exercise their right to vote.

As a testament to their dedication, the embassy has extended its services to the public, opening its doors on Sunday, 24 September 2023, from 9:00 a.m. to 3:00 p.m.

This special opening not only facilitates various consular and labor services but also emphasizes the importance of Overseas Voters Registration.

It serves as a reminder to all eligible Filipinos in Singapore who have not yet registered as overseas voters to file their applications promptly.

These efforts underscore the embassy’s commitment to making the voting process accessible and convenient for the Filipino community in Singapore, ensuring their voices are heard in the upcoming Philippine election.

Qualifications / Eligibility

You can register as an overseas voter if you meet all of these:

  1. Filipino citizenship. You are a Filipino citizen by birth or through naturalization, including dual citizens under Republic Act 9225.
  2. Residency abroad. You live abroad now, or you expect to be abroad during the voting period from April 9 to May 8, 2028.
  3. Age. You are at least 18 years old on May 8, 2028.
  4. No disqualifications. You must not be otherwise disqualified by the laws governing voter eligibility in the Philippines.

Who is Disqualified?

You cannot register or vote if any of these apply to you:

  1. You lost your Filipino citizenship under Philippine law.
  2. You renounced your Philippine citizenship or pledged allegiance to another country. Dual citizens under RA 9225 are exempt.
  3. You were convicted with final judgment of an offense punishable by at least one year in prison. You may regain your right to vote through plenary pardon or amnesty, or five years after serving your sentence.
  4. You were declared insane or incompetent by a competent authority. This is lifted once that authority certifies you are no longer insane or incompetent.

By adhering to these qualifications and avoiding the disqualifications mentioned above, you can ensure that your voice is heard in the May 2028 Philippine Senate election. Your participation will contribute to the democratic process and help shape the future of the Philippines.

Requirements

Prepare these before you apply:

  1. Valid Philippine passport. Bring the original and a photocopy of the relevant pages.
  2. If you don’t have a valid passport. Get a certification from the Philippine Embassy confirming that:
    • your documents are sufficient for passport issuance, or
    • you hold a valid passport but can’t present it for a valid reason.
  3. For seafarers. A photocopy of your Seaman’s Book or other proof of seafarer status, plus item 1 or 2.
  4. For dual citizens. Your Dual Citizenship Certificate or Order of Approval (original and photocopy), plus item 1 or 2.
  5. Personal appearance. You need to appear in person so your biometrics (photo, fingerprints, and signature) can be captured.
  6. Completed OVF 1 Form. This is the Overseas Voter Registration Form, available on the COMELEC website.

Good to know:

  • Virtual Frontline Services: Registered overseas voters with complete biometrics may use the Office for Overseas Voting’s (OFOV) Virtual Frontline Services for certain applications.
  • Transferring back to the Philippines: If you plan to vote in a Philippine city or municipality instead, file your transfer at the local Office of the Election Officer where you intend to vote.

How to Start Your Registration Online for Overseas Voting

You can start your application online, but you still need to submit it in person.

Step 1: Gather your documents

  • Valid Philippine passport
  • Dual citizenship documents (if applicable)
  • Seaman’s Book (for seafarers)

Step 2: Fill out the form online

  1. Go to the COMELEC website and open iRehistro for Overseas Voters.
  2. Enter your details carefully. These will appear on your voter record, so double-check spelling and dates.
  3. Submit to generate your OVF 1 form with a QR code.

Step 3: Print and submit

  1. Save the OVF 1 form as a PDF.
  2. Print it on A4-size paper.
  3. Bring the printed form and your documents to the nearest overseas voting registration site, which is the Philippine Embassy in Singapore.

Overseas voter registration is governed by the Overseas Voting Act (RA 9189, as amended by RA 10590) and managed by COMELEC’s Office for Overseas Voting.

How to Register at the Philippine Embassy in Singapore

Step 1: Prepare your documents

  • Valid Philippine passport, or one of these alternatives:
    • An Embassy certification confirming your documents are sufficient for passport issuance, or that you hold a valid passport but can’t present it
    • For those who reacquired citizenship under RA 9225: the original or certified true copy of your Order of Approval, or your Identification Certificate from the Embassy, Consulate, or Bureau of Immigration
    • For seafarers: a photocopy of your Seaman’s Book

Step 2: Complete the OVF 1 form

Fill it out online through iRehistro or get a copy at the registration center. Make sure every field is complete and accurate.

Step 3: Book an appointment

Use the Philippine Embassy’s official online appointment system. Choose “Consular Section,” then “Overseas Voters Registration,” and select your preferred date.

Step 4: Submit your application in person

Bring your completed OVF 1 form and all required documents on your appointment date. Your biometrics will be captured on-site.

Step 5: Register within the deadline

The registration period runs from December 3, 2025 to September 30, 2027. Applications filed after the deadline won’t be accepted for the 2028 elections.

Step 6: Wait for verification

The Embassy and COMELEC will review your documents and confirm your eligibility.

Step 7: Check your registration status

Once approved, you’ll be included in the Certified List of Overseas Voters (CLOV). Check the list before the voting period to confirm you’re good to go on April 9 to May 8, 2028.
