The Certified List of Overseas Voters (CLOV) for Dubai and the Northern Emirates is published on the official website of the Philippine Consulate General in Dubai.
As of now, the updated list for the 2028 national elections is not yet available. The Commission on Elections (COMELEC) typically releases the CLOV closer to the election period, and the Philippine mission posts it once it is finalized.

How to Find Your Name in the List
Follow these steps to search for your name in the list of absentee voters in Dubai once the list is released:
- Visit the Philippine Consulate General in Dubai website and download the PDF list of registered overseas voters.
- The list is divided into multiple files organized alphabetically by last name. Open the file that matches the first letter of your last name.
- Scroll through the list to find your name.
If your name is on the list, you are eligible to vote in the 2028 elections. If it is not, you will need to wait for the next registration cycle to sign up.
How to Vote in Philippine Elections at PCG Dubai
The voting period for OFWs takes place from April 9 to May 8, 2028. Here are the steps on the voting day:
- Check your eligibility. Confirm that your name is on the CLOV for Dubai and the Northern Emirates before heading to the voting site.
- Bring a valid ID. Present your passport or another valid ID to the Special Board of Election Inspectors (SBEI) for verification.
- Get your ballot. Sign the voter’s list and receive your ballot. Check that it is clean and unmarked.
- Fill out your ballot. Use the marking pen provided and follow the guidelines carefully. You can vote for one President, one Vice President, up to twelve Senators, and one Party List. Avoid overvoting, as those votes will not be counted.
- Submit your ballot. Insert your completed ballot into the vote counting machine (VCM).
- Check your receipt. Wait for your voter’s receipt to print and review it to make sure all your selections are correct. Deposit it into the designated receptacle. Taking photos or copies of the receipt is not allowed.
- Report any issues. If you spot any discrepancies, report them to the SBEI immediately.
