Filipinos in Taiwan who plan to vote in the 2028 Philippine national elections should watch for the release of the Certified List of Overseas Voters (CLOV). The list is expected a few months before the May 8, 2026, and it confirms which registered overseas voters may cast their ballots.
The overseas voting period abroad runs from April 9, 2028 to May 8, 2028. Checking your name early gives you time to settle any problems before voting begins.

Lists Organized by MECO Post
In the 2025 national elections, MECO’s overseas voting page split the Taiwan voter lists into three areas:
|
MECO Post |
What to Look For |
|---|---|
|
MECO Taipei |
Taipei list in the 2028 CLOV |
|
MECO Taichung |
Taichung list in the 2028 CLOV |
|
MECO Kaohsiung |
Kaohsiung list in the 2028 CLOV |
The 2028 lists are expected to follow the same setup. Each post has its own file, so open the one that matches your voter record.
Check the Post Where You Are Registered
Search the list for the post where you registered or transferred your overseas voting record. This may not be the city where you live or work now.
If you moved within Taiwan, or came from another country, your record may still be under your old post. Check every list that applies to you before assuming your name is missing.
What It Means to Be on the List
Being on the CLOV means COMELEC has approved your overseas voter record for the election. Filing an application alone does not guarantee a spot. Each application still goes through review.
If your name does not appear, your record may be inactive, your application may not have been approved, or you may be listed under another post. Contact MECO for guidance.
Registration Still Open Until September 2027
You still have time to prepare. COMELEC’s overseas voter registration for the 2028 elections runs from December 1, 2025 to September 30, 2027.
During this period, qualified Filipinos may apply for:
- New registration
- Transfer of records
- Reactivation
- Change of name or address
- Correction of entries
Applicants generally need a valid Philippine passport. Dual citizens and seafarers may need other documents, depending on their situation.
